Abstract
The crisis whatever its type, its dimensions and its complexity, it requires a good collaboration between different emergency actors and involved organizations. It also needs an interoperable information system to help this collaboration and enhance mutual awareness, communication and information sharing. Considering the multitude of organizations involved in a crisis (professionals, volunteers…) and the differences of services’ culture, each organization has its objective and priority, as well as its langage to communicate messages. This makes it harder for actors from different units on the field to communicate and exchange information, with the result, insufficient mutual awareness about other actors’ activities and information awareness. In order to enhance awareness and communication between different actors, we aim to study at first the inter-organizational activities, second, analyze the communication and problems encountered in inter-organizations’ information sharing and finally we classify information and emphasis on the dependency between awareness information and action achievement.
